How does the Small Business Owner get impacted by raising the "Cap?"

Doing my best to keep this clear and simple: Of the $15 million, Commercial Residential & Commercial Business raises 60% which translates to $9 million annually. Of the $9 million, there are a number of large buildings that benefit from the "Cap" and only the commercial equation (30,000/1,500*4.6*tout total of $644/month. So, a 190,000 building with one active meter pays the same as a 30,000 sqft building with one active meter.

Raising the cap to 100,000 sqft, or removing the cap altogether, allows the larger buildings to pay a monthly sum that then lowers the portion of the $9 million needed to be raised by small business.
